Tomas was born in Medellin, Colombia in 1958. Austin resident since 1994 where he live with his wife, Cindy. Tomas has two sons - William and Steven; and a grandson - Nicholas.
Tomas Graduated from Kingsville High School, Texas, in 1978. He served in the US Army 1978- 1981. Received his education in Business Computers in four different universities: Saint Leo College (Florida), University of Houston Downtown (UH), Houston Community College (HCC), and The University of Nevada Las Vegas (UNLV). Tomas has a total of 22 years in his career field as a Programmer Analyst; during this period, Tomas worked in gaming, telecommunications, insurance, retirement, and Criminal systems.
He started working at Bell County in November 2005. At Bell Co. he is responsible for developing and implementing their new Criminal Case Management System. |

Elaine Thornton joined the Amarillo Police Department in September of 1981 as a Records Clerk. In October of 1982 she promoted to Police Dispatcher where she dispatched for police only & also worked NCIC. In September of 1992, she moved to the Chicago, Illinois area & worked for the Hoffman Estates, IL PD for almost one year as a Police & Fire Dispatcher. In August of 1993 she returned home to Texas and joined the Irving Police Department as a Police Dispatcher, & also was a APCO Certified Training Officer & trained numerous new employees. She also holds her Advanced Telecommunicator Certification through TCLEOSE. In January 2003 she promoted to Police Communications Supervisor. During that time she was TAC for 3 years. |

| Marisol Fuentes joined the Pharr Police department in 1992 as a communications officer & in 1997 she became the communications supervisor for the police department. As a Communications Supervisor, TAC & Associate trainer she must ensure that all CJIS policies & departmental policies are being followed within her department. As a supervisor she has assisted DPS in hosting numerous trainings & ensuring that her department is kept up to date. Marisol has assisted numerous local, State & Federal law enforcement agencies by providing class room trainings & updates as disseminated by DPS. Furthermore she is the Agency Administrator for TDEX & is a member of the Lower Rio Grande Valley Development Council which maintains 911 in the Hidalgo & Willacy County area. Ms. Fuentes has also helped her community by participating in career fairs & conducting 911 presentations to schools. |
General responsibilities of a

(1) Formulate policy and organizational direction
and submit such policy and direction statements to the membership for its
approval;
(2) Designate host member, site, and date
for next meeting;
(3) Designate permanent and temporary committees
and members thereof. The term for committee members shall be through the
end of the calendar year in which the committee (or members) was appointed.
(4) Review prospective associate member applications
for eligibility and make recommendations to the membership;
(5) Accept amendments to bylaws;
(6) Carry out any other duties expressed or
implied elsewhere in these bylaws;
(7) Faithfully abide by these bylaws and otherwise
carry out the will of the membership;
(8) To select from numbers the necessary officers
to conduct corporation's business as required;
(10) Present in writing to the general membership
at the first meeting of the calendar year, an action plan which shall include
but is not limited to, the goals and objectives to be accomplished during
the calendar year. |
