Leslie J. Smith M.A.

Oversees the activities of the Criminal Justice, Emergency Management and Pretrial Services functions; over twenty-five years of public management experience; Earned both a Bachelor of Science and Master of Arts Degree in Criminology and Justice Administration; Responsible for research, planning and coordination of the county’s criminal justice and public safety programs; criminal justice policy advisor to Commissioners Court; Grant coordinator and administrator; liaison to Tarrant County public safety agencies, educational institutions and local community groups; Provides research data, analysis and plans for program development and personnel management; Coordination of: budgets, policy development; organizational operations, research and planning activities, staff studies, county-state legislation; author, lecturer, university instructor.

 

Jed Rogers

Jed Rogers is a Government Information Analyst assigned to the State and Local Records Management Division, Texas State Library and Archives Commission.  He provides records management consulting, training and assistance to state agencies and local governments.

Before serving as a Government Information Analyst, he served as an intelligence analyst and officer in the United State Air Force and Reserves for over twenty-two years.  His duties included preservation, security and managing classified documents.

Jed earned his B.A. in Sociology from the University of Kansas.  He is also the distinguished and honor graduate of several military courses in the field of intelligence analysis and security of records.

 

Joe James

I have been with the OAG's Open Records Division since August of 2004. I graduated from the Northwestern School of Law at Lewis and Clark College in Portland, Oregon in 2003.  I graduated from Southwestern University in Georgetown, Texas with a Bachelor of Arts in History and Communications in 1998.  I have issued over 1,000 Open Records Letter Rulings.

 

Alan Ferretti

Alan Ferretti currently serves as CJIS Information Security Officer for the Texas Department of Public Safety and manages the team of CJIS Technical Auditors for the State of Texas. This appointment was preceded by two years as Application Supervisor for the Texas Crime Information Center and Computerized Criminal History databases for the State of Texas where he led a team of technical specialists. Alan currently serves on the FBI Security and Access subcommittee which has oversight on the CJIS Security Policy at a national level.

Alan brings a wealth of diverse experience to the ISO position gathered from his more than 30 years of Information Technology experience including both managerial and technical expertise from the Banking, Oil Exploration, Medicare, Medicaid, and Government Electronics industries.  This experience has been both as the owner of an IT training and consulting company and at large multinational companies.

 

Pam Pierce

Pam Pierce joined the Crime Records Service and the Texas Department of Public Safety in 1995.  Her duties have included the TCIC Quality Control Analyst, and TCIC Operations Supervisor. These positions interact with staff from DPS TCIC Audit, Training, and Control Room staff to ensure federal NCIC Policy and Procedures are disseminated appropriately throughout the State’s law enforcement community; and the coordination of implementation of the NCIC/TCIC programs (NCIC 2000/TCIC 2000) within the State of Texas.   Currently, Ms. Pierce’s role at DPS is technical in nature related specifically to TCIC/NCIC functions and DPS/TLETS/CJIS Connectivity Security requirements, with her job title being TCIC/NCIC Systems Analyst.

 

David Gavin

David Gavin has been employed by the Texas Department of Public Safety for 31 years.  Since 1991 he has served in the position of Assistant Chief, Administration Division.  He has served as chairman of the FBI’s CJIS Advisory Policy Board that recommends policy to the FBI director for the FBI’s national CJIS systems.  His education includes a Master’s degree from the University of Texas at Austin.

 

Sam Allen

Sam Allen is currently the State AMBER Alert Coordinator for the Texas Governor’s Division of Emergency Management.  He is responsible for managing the development of the Texas AMBER Alert Program and serves as liaison to local, state and federal agencies involved in the AMBER Alert initiative.  With over 18 years of experience at the Texas Department of Public Safety working with law enforcement, Mr. Allen has held several positions to include managing the Texas Help End Auto Theft (HEAT) Program and providing training on the Texas and National Crime Information Center (TCIC/NCIC).  As an experienced speaker, he has traveled locally, nationally and internationally providing presentations to government officials at the federal, military, state and local levels.  Mr. Allen holds a Bachelor of Science degree in Criminal Justice from the University of Wisconsin.
